specify optional limiting element in forecast schema? #95

Practices seems to vary, but the compliance concern here is that TO is required (FAC-008 R8 I believe) to provide this info to the RC upon request. I think this is a likely enhancement, but I don't think we need it for forecasts in interop at this time.
