Implement MAX! Binding #284

MAX! is a wireless heating control system distributed bei ELV/eQ3 which also 
distributes HomeMatic (see http://www.max-portal.elv.de).

There are libs available for download which could be used as basis for a client 
implementation:

There is also another project called MAX!Buddy which might be worth looking at 
for input:

For h.a.c.s, implemented in .NET, a exhausting reverse engineering of the 
protocols have been done.

I would be happy to contribute here, unfortunately, I am from the .NET 
universe, so I am still dealing with a slow start with new environment and

id has been preserved on Github. You can open your issue by calling the URL 
https://github.com/openhab/openhab/issues/<issueid>. Issues with ids less or 
equal 103 new ids were created.
