logitech harmony hub binding

A binding for the Harmony Hub from Logitech would be a great addition to 
openhab.

The benefit of this system is that it synchronizes the current state of 
activities across multiple devices.

There is no official API, but Philipp posted a link to a reverse-engineered api 
(python).
