automerge for logback-config

1. Feature Description
Like openhab_default.cfg and openhab.cfg, it would be nice to 'merge' a 
logback-default.xml with logback.xml and logback_debug-default.xml with 
logback_debug.xml at runtime, so configs in logback.xml would overwrite the 
defaults.

2. Example Use Case
One step to get user-specific configs untouched by an update.
Default logbacks would be configured in the default-file, changes or additions 
by users in an extra-file.
