Creating this issue to add the support for Dominion Energy, Virginia

I'm a Dominion Energy customer in Virginia as well. Doing some research for an implementation, I don't think they are using Opower.

I see a lot of references to prodsvc-dominioncip.smartcmobile.com. Doing a little more digging, I believe it's powered by https://www.sew.ai/.
