Have a changes file and a file which lists features of the bot. #4

Hi there, there needs to be a changes/changelog file as well as a file which lists the features of the IRC bot. I looked at your website http://www.mpcx.net/ but was unable to find any relevant information on the same.

My website is old and my new website is under development. There is no wish list for the project If you want you can fork the project, implement new features and make a pull request.

It's quite difficult to evaluate match to use case without said feature list (left alone fork to implement new features). But obviously that's your choice.
