Implement movement #1

Terminology:

Region : HG, EN, BP
Area : sub-divisions of regions 1,2,...9 (initially 3 for each region but may change)

Tasks:

[ ] Create a lookup table between area and region
[ ] Store home area and current area on each fish
[ ] Modify movement matrix to be 9x9 with diagonal elements calculated by 1-...
[ ] Define mapping between statistical area and areas so that catches can be applied correctly
