Wait in seconds #9

Asterisk expects the argument to Wait to be in seconds (http://www.voip-info.org/wiki/view/Asterisk+cmd+Wait_, not milliseconds as Tropo does (https://www.tropo.com/docs/scripting/wait.htm).

AGItate should match Asterisk for dialplan portability.
