Update MN's kittle routes (aka rivers / streams) to latest

Linear Referencing won't work without this set:

there's an issue with the following MN trout stream kittle_nbr ids:

"trout_flag" = 1
and "kittle_nbr" in (
'S-035-001-002',
'S-000.7-002-007',
'S-035-001-002-003',
'S-088-009-001-001'

)

These ids have no corresponding trout stream match due to annoying decimal-based IDs in their underlying streams_with_measured_kittle_routes data set, e.g. S-000.7-002-007. Note the decimal.

Not really sure what to do with them. I'll likely note it with the DNR and move on with MN's dataset.
