Add unit tests to filter out "duplicate" restriction sections #173

This one is a doozy. Need to create a selector for "time" and then write some very boring detail-oriented unit tests to ensure that Jan 1, March 5th, April 14th, April 15th, September 14th, September 15th, and December 31st are working correctly.
