Honest description for lack of Opener support in WI, etc. #177

It's growing infeasible to support openers for complex states like Wisconsin and California. The level of effort is simply unrealistic for a project like this. Dropping openers releases an enormous amount of resources that can better be spent on other US States like Michigan and Pennsylvania, or even spent on (gasp) friends and family.

For each US State, create an empty Water with no openers. It has text along the lines of "Season openers and closures are unknown. Review STATE_NAME's regulations or call PHONE_NUMBER."
