Reduce insane file size (7MB+!!) by removing small streams. #185

Completely remove < 3 CFS from dataset.
Add "Max CFS" field to dataset
Allow client side to filter out streams based on max CFS
For now, assume 6.5 CFS is minimum maximum CFS.

Imagine getting rid of all these false positives
