'acl 0' but with 1 argument

Hi @texttheater, in o.yml we have acl 0 but the URL contains an argument

http://aclanthology.info/catalog?utf8=%E2%9C%93&search_field=all_fields&q={%query}

It was added by you in fe953aa42f1b73aa10fbc9d964124cbaa40069f7 – can you fix the URL to the correct one?
