Know if an audio channel is busy / Know when a sound finished playing #5

What steps will reproduce the problem?
There are no function to know if an audio channel is busy or if a sound is
finished playing

What is the expected output? What do you see instead?

What version of PAlib are you using ?
every version, since this is a feature missing

Testing on DS or emulator ?
both

Personally i think this should be taken further when playing a sound it would 
make
sense to give it a priority value so that more important sounds (such as those
generated by the player) take precedence over those less important ones.
