Parking enabled by default when adding a new facility #37

Steps to reproduce: 1) Add a new facility (mobile or web)

Expected result: Under options, every facility option is disabled when creating an entry from scratch.

Actual result: "Parking" is enabled by default.

Can no longer reproduce
