Add Plausible Analytics #1816

Plausible Analytics is a privacy-first analytics solution for websites (i.e. competes with Google Analytics). Self-hosting is easy using the docker-compose instructions at https://plausible.io/docs/self-hosting. The base Docker image is available at https://hub.docker.com/r/plausible/analytics. Currently, this is a pain to set up manually on TrueNAS Scale since it requires a PostgreSQL and Clickhouse database, the compose file includes these but since TrueNAS doesn't natively support docker-compose files it can't be used. Having this as a TrueChart app would be awesome and very helpful for those who wish to use Plausible Analytics.

Kubernetes manifests do exist for Plausible:

When implementing this we should probably add Clickhouse to the library-charts repo.
