D needs a simple starter project to show IDE and Debugger setup #60

I tried to get someone on board with D recently and they chewed me out for the joke that was getting started with D. How about a nice little boilerplate project with some VSCode bindings and some instructions on how to debug? A lot to ask, and completely against the grain of batteries not included with D.
