v1.6.0 Additions: alarm-config.mts

Added metrics for CloudFront, Route53Resolver, TransitGateway, and VPN services.
Added network in and out metrics for EC2

Fifo Queue

Added a fifo queue to the alarm-tools module to ensure that alarms are created in the correct order.
This will prevent alarms from being created before the necessary resources are available.

New Modules:

cloudfront-modules.mts - Contains functions for creating CloudFront alarms.
route53resolver-modules.mts - Contains functions for creating Route53Resolver alarms.
transit-gateway-modules.mts - Contains functions for creating TransitGateway alarms.
vpn-modules.mts - Contains functions for creating VPN alarms.

Major Revisions: main-handler.ts

Refactored the main handler to use the new fifo queue to ensure alarms are created in the correct order.
Updated the handler to use the new modules for CloudFront, Route53Resolver, TransitGateway, and VPN alarms.
Refactored the routeTagEvent function to use switch statements for each service and resource type.

@darenmcgill has confirmed network owned alarm defaults are configured correctly.

Added in ReAlarm Lambda and Fifo Queue for review. Both are tested and working.

Still pending VPN Deployment in test env for testing vpn modules.

@tvc123 We need buy off and review for the default alarm config values for CloudFront. Those can be found in handlers/alarm-config.mts. Additionally, we also need review of the ec2-network monitoring configs.
