Delete extra config file #2

According to official documentation, Truffle now uses javascript file, "truffle.js" to configure deploying network. I found this truffle-config.js is identical to it and figured out it does not affect the configuration at all. Therefore, I delete this so that users do not confuse with them.

I believe this exists for Windows users, who find there is an issue with a file named truffle.js. That file is there as an alternative.
