Description of Change

This PR contains an initial pass at putting together a bare bones Django app with all the nice fixins. It contains:

• A single API handler
• A single web request handler
• Makefile with a number of relevant commands
• Pytest setup
• Linting and code formatting
• Pytest fixtures
• Tests for ensuring registered handlers return 200s

And with this we're off to the races.
