Description of Change

This PR finalizes documentation and productionization of of-CORS. Specifically it:

Moves all the code to the root directory
Updates all references to CORS Hunter to of-CORS
Adds documentation for getting the service set up
Adds settings.py changes to ensure production secrets values are always random

Impact of Change

Ready to go for delivery

Collateral Work

Update references in documentation when we have the blog post URL

Testing

Unit tests continue to pass, no new code was added
