Add landing page and payload #5

Description of Change

This PR includes the following:

Landing page (HTML) for serving up payload
Landing JS bundle for loading in the service worker
Service worker payload

This should complete all the work that needs to be done for this to be working locally. Thus, next step is to get a local set up working.
