Successfully use Filecoin Shipyard's Filscan Block Explorer with CLI #696

Looking into this project more, I don't believe this is worth the effort. Since you can use #694 to see the blocks, and more so use Ganache UI, I don't think using Filscan with Ganache is an applicable use case. Closing for now
