make minor version more independent

Currently the minor version number is only the unix timestamp of the commit date. It should be changed like this:

• keep the timestamp but rename it
• transform the minor version to a string
• in the master branch just count up this number in the pre-commit hook
• in other branches, use the version from the master, and add the branch name
