[BigSur] After sleep effective frequency doesn't fluctuate #109

I have noticed an issue on BigSur 11.0.1 where after the computer sleeps and wakes up the effective frequency doesn't fluctuate. When observing the frequency graphs they are also static. This should be resolved in the latest release. Please try it out!
