There seems to be a lack of support for 3990x, realizing of course that 128 threads is not possible in macOS (yet, if ever). I have my 3990x set to single thread in BIOS for the sake of actually being able to boot into macOS. All is well, except the boost/base clock frequencies.
The CPU essentially stays at 2.9GHz constantly, and no load or lack of load sets the clock in any direction (up/down), just the wattage (though it stops at 250W, where the 3990x can go to 280W TDP and beyond). The 3990x has a factory boost clock of 4.3GHz, which explains why in Windows I'm getting around 64000 points in Cinebench, while in macOS I'm getting around 43000 points.
