Gpx values are written in scientific notation #299

What steps will reproduce the problem?
1. Export to gpx with very large elevation.
2. The elevation should be xsd:decimal.

All of your changes look great.  I think we can pull them all but I need to 
read them in more detail later.  Can you turn on commenting for your clone so 
we can actually comment on the code?
From Source->Clone->Administer select
 Enable code reviews

 Allow non-members to review code
