Replacing `package:icu` #3

We are planning to publish the new ICU4X library as a wrapped Dart package, see https://github.com/unicode-org/icu4x/tree/main/ffi/capi/dart. We were hoping to publish this as package:icu - would it be possible for our library to replace this package? That would be great!
