Fixes a bug where the front page displays option is affected by the access capability option.

Hi Jake,

I appreciate your initiative in submitting this PR. So brownie points for that. I actually opted to move the options back to their own settings screen in Settings > Dashboard Access, because people were having difficult finding them.
