`CostonVaultEngine` #252

We need a new contract that inherits VaultEngine and overrides functions to remove the whitelist requirement.

We should deploy it on the Coston network. Currently users cannot use Coston.

Let's call it CostonVaultEngine and maybe rename the Songbird one to SongbirdVaultEngine
