config for user agent
try to keep tickets number in sync
delays between api call (default is 4 seconds, but it is not enough if you do a lot of comments)

Withdrawing pull request, as https://github.com/trustmaster/trac2github/pull/27 is much better. Will try to merge the sleep between api into.
