Provide a simple CONTRIBUTOR.md file that carries the core contributing guidelines.

https://github.com/trustoverip/TechArch/pull/49 has some work around this and is in DRAFT.

Based on conversation with @a-fox, we are going to focus on making sure the contributor section of the CONTRIBUTING.md file is really clear. Also we should preface the GOVERNANCE file with that it's scoped to the repo, not to the TrustOverIP org.
