DIDComm Core Messaging is Layer 2; DIDComm Protocols (custom) are Layer 3 #82

It is important to differentiate between the core or base DIDComm Messaging spec (Layer 2) and how the DIDComm Core Messaging can be extended or overlayed to create custom DIDComm Protocols (Layer 3)
