Purpose
Any interaction between people and/or organizations depends on how its participants perceive the world, reason with the knowledge that they have, and make the decisions that drive such interactions. In order to be able to generically model such interactions, which is necessary for creating a generic ToIP stack that is also relevant for legal and business domains, we need a concept that helps us distinguish between, and identify entities that have knowledge, can reason and make decisions.
Criteria
MUST have its own knowledge (e.g. about what exists in the world, how these things relate to one another, what constraints apply, what consistutes a valid way of reasoning, etc.).
MUST have its own semantics (i.e. a mapping between its knowledge/meaning/information and data for representing that for processing (e.g. reasoning) and communication purposes).
MUST be (associated with) at least one actor that uses that knowledge to guide its behaviour (what it does and how that is done).
MUST have at least one objective that its actor(s) work to realize and/or maintain.
MUST be able to create, obtain, process, store, retrieve and communicate data elements (of its own choosing) that represent its knowledge (semantics).
MUST be self-sovereign, i.e. what/how it decides to act is a decision of its own.
Related Concepts
Agent. The set of actors that use the knowledge of a party are called agents of that party.
Individual. This is a party whose actors include precisely one human being (there may be other actors involved, e.g. electronic devices/agents).
Organization. This is a party that is associated with multiple and diverse actors (individuals, robots, computers, ...).
Legal Entity. Jurisdictions may assign responsibilities/accountability to instances of this concept, but usually only if they satisfy some additional criteria.

Reasoning means: inferring conlcusions from data, regardless of the kind of logic that is being used, or wehther the reasoning is coherent, or consistent.
Knowledge is not necessarily true. It's ok if one thinks the earth is a globe. It's also ik if one thinks the earth is flat.
Self-sovereignty does not preclude being (strongly) influenced by others, law, strong beliefs, or something else.
The sets of agents and objectives are dynamic, and can change (quite rapidly) over time.
An individual is both a party and an actor. Often the individual (as an actor) is an agent of itself (as a party). However, individuals can decide to act as an agent for a party other than itself, e.g. for his employer during working hours, or for a friend when helping him to file his tax report.
Jurisdictions usually only endow Parties, such as individuals or organizations, with accountability. Still, such parties must have appropriate qualifications (e.g. must be adults, or must be registered as a company) before they are recognized as a legal entity that has powers, rights etc., and is accountable for that.
Actors will only be held accountable if they happen to be a party as well.
