There is no Forward #90

In the spec there's a section Forward but it contains nothing. Probably something should be put here to inspire the reader as to why the specification exists. If not we should delete it but it'll probably cause a lot of the links and sections to change in the rest of the spec.

I believe we were waiting for boilerplate from TOIP for this section. @m00sey ??
