Non RFCs and some RFCs are not working

DO we stay with [[spec]] or use other ways?

For items that aren't supported with the built in ([[spec:]], [[spec-norm]], and [[spec-inform]]) we will need to do two things:

use regular links ([SPEC-NAME](url)
add items manually into the references area (normative and non-normative)

There is an outstanding PR for SpecUp that may address the currency of the list but we may want to add a ToIP.json file to maintain our own list of specifications that we need.

The W3C and IETF (RFC) specs have been updated but many others are required.
