Editorial comment - CESR Specification #39

The spec reads very well; this is a minor editorial comment: I think there should be a link to the CESR specification* on first use (in § 1.4 Use of Formats) but don't know how to add it.

Hey @danielbachgit, that's actually an old link. We used to be at IETF but have moved back to ToIP in Jan of this year. The up to date link is here. I'll try and add it for this issue though.
