Put tooltips on icons #546

When we have icons like the clock and train here:

It would help to use a <title> tag to give those a tooltip so that users can understand what they mean. Also key for accessibility.

Shouldn't be too hard; we just need to find all the icons we use and this consistently.

Do these icons still exist in the current deployment of the app? I am not able to find them anywhere but might have missed them.
