Add new Cambium data updater module and updated supporting Scout data files for 2022 Cambium scenarios/data.
Differences in supporting data files CO2 emissions intensities (national site-source files) are due to using updated S2S factors from Cambium scenario-specific data (which were updated to AEO-2023).
Changes also include changing "updated_to_cambium_year" field to "2022", which is used because the data were published in 2022 (while the updated documentation was published in 2023).
The new cambium_updater.py module can be used to update scenario-specific emissions intensities and TSV cost/carbon scaling factors using Cambium data. See module code for documentation on how to run/update.
