GCAM integration
Add GCAM integration scripts and supporting mapping files under supporting_data/gcam/.
gcam_map_generator.py can be used to update supporting_data/convert_data/gcam_map.json based on scout_gcam_map.csv.
gcam_mseg_converter.py can convert scout reference cases file into gcam reference cases, supporting-data/stock_energy_tech_data/msegs_emm_gcam_ref.json.
gcam_uec_sdshare_converter.py can be used to post-process Scout results into final metrics used for GCAM simulations.

and, edit ecm_prep.py to accept None types and strings in t he measure technology field
