Implement fixes to update Read the Docs configuration #345

This PR addresses two problems with the current Read the Docs configuration.

  1. All Read the Docs (RTD) projects must have a configuration file v2 beginning September 25, 2023, or their documentation will no longer build on RTD servers. A configuration file is added. https://blog.readthedocs.com/migrate-configuration-v2/
  2. RTD changed the default theme to Alabaster from the traditional RTD theme. The theme is changed back to the RTD theme. https://github.com/readthedocs/readthedocs.org/issues/10692
