Errno 10048: error while attempting to bind on address #27

The error I got was: "[Errno 10048] error while attempting to bind on address only one usage of each socket address (protocol/network address/port) is normally permitted"

In general, everytime I have used replay I got an error. I got an error related to a kernel execution file or something like that several times.

I would greatly appreciate if someone told me how to fix any of these errors because I am confused.
