MPLS-TE Topology update for IETF 111 #162

Move common packet types from MPLS-TE type to Packet TE types (updating RFC8776)

@tsaad-dev , @xufengliu : in #116 we have agreed to define the bandwidth as a string with a pattern

I have provided an initial definition of the type

Could you please help me reviewing the definition and writing the pattern?

@xufengliu : I have moved the Packet TE bandwidth augmentations (in line with RFC8795 guidelines) from MPLS-TE Topology to Packet-TE Topology since applicable also to Ethernet TE topology
