clarifications on controller container #180

In order to allow to distiguish between different types of controller setup ways (pce-initiated via PCEP, BGP, netconf ) the controller container was created.

Questions:

If the TE-Tunnel is initiated via Netconf, what would be the identity to choose?
Is pcep the identity for pce-initiated?
