Similar to the standard events table, a standard leader of table is meant to show, either in Javascript or in Python for export, who ruled a particular place.
It would be a dv.view get_Leaders which would use the current file as the "place" and find all leaders of that place.
Similar to the events table, it would filter based on date in Python but not Javascript.
