Regarding the project status #1

Have any one tried implementing this environment? Is it complete and usable?

This is not a self-contained RL environment at this moment. Power system simulation relies on another project D3HRE. After install that package, the environment could work like any other OpenAI GYM environment. I would release a iPython notebook here to explain the full installation process once my paper on this project is published.
