Add support for building with pip through mesonpep517 #185

@llohse I will merge this PR in, even though it doesn't currently work on Windows. I have opened an issue and a merge request upstream with mesonpep517, that will hopefully fix this in future releases.

When this is done, I will create a new release, and upload the source dist tarball to PyPI. I have no plans to upload wheels.
