What steps will reproduce the problem?
1. In Windows 7, open up Chrome in a computer with 2 screens, and with the task
bar only on one side of the screen. Drag Chrome to the other screen (no task
bar), and maximize
2. take a screenshot of selected region. The region selection can only be
applied on the task bar screen, and will not drag onto Chrome's screen.
