Describe the bug
Search results do not prioritize exact string matches. For example, searching for "Motor Vehicle Collisions" returns the dataset of the same name in 5th place:
To Reproduce
Go to NYC portal.
Search for "Motor Vehicle Collisions"
Dataset named "Motor Vehicle Collisions - Crashes" will not be first.
Expected behavior
I'd expect datasets with exact matches to be ranked higher.
