Update BUILD INSTRUCTIONS FOR WINDOWS #8

Currently, the Windows instructions say:

(2) Open a MSYS terminal, go at the folder where you extracted the sources,
and follow Linux build instructions.

However, I don't know if this will work now. Need to check, and update the Windows build instructions in build-instructions.md as necessary.

@valera-rozuvan I just splitted linux build instruction in 2 parts, so that now it's ok for Windows.
